Therefore, the purpose of sustainable environmental education is to cultivate people’s understanding, attitudes, and values toward environment, and make efforts to solve environmental problems in various ways as well as establish the right coexistence relationship between people and environment. For the purpose of sustainable development, the concept of sustainable environmental education is becoming even more significant. As a result, this study gradually evaluates and constructs the simulation Happiness City featured by sustainable environmental education based on the 11 major indexes of ODEC Better Life (Happiness City). In this study, fuzzy Delphi method (FDM) was adopted to extract the expert opinions. Then, Fuzzy VIKOR decision-making evaluation technique was proposed to improve the traditional decision-making evaluation system. Combined with a clear comparison method, it can be used to determine the appropriate solution for decision-making evaluation. Finally, Unity3D was applied to develop a 3D virtual reality decision system to simulate Happiness City. This system can effectively evaluate, and further integrate the virtual and real environments based on 3D virtual reality technology, thus fully presenting the simulation decision-making evaluation system of Happiness City. Next, the VIKOR Compromise Programming method was applied in the system experiment evaluation, and a comparison test of simulation evaluation was conducted with the TOPSIS method (Technique for Order Preference by Similarity to Ideal Solution) and the Simple Additive Weight method (SAW). The results of the study show that the simulation evaluation system method proposed in this study is consistent with the top three rankings of the other two methods, and confirm that the research process integrating the fuzzy Delphi method (FDM) with VIKOR is rigorous, and demonstrates consistency of performance.
