The government is no exception. Therefore, this study explores the public servants in Penghu by setting emotional labor, local attachment, and emotional intelligence as factors that will affect turnover intention. Will it be affected by these variables? This study focuses on the impact of emotional labor on turnover intention for public servants in Penghu, further exploring the effect of place attachment and emotional intelligence as moderators. Having adopted the questionnaire survey, this research take as the valid 289 questionnaires were collected among a total of 299 questionnaires dispatched. Statistical programs, SPSS for Windows, were used to obtain the data and to analyze the correlation, the t examination, the single factor variation number analysis and multiple regression analysis. In terms of the collected data, the findings of this study are summarized as below: 1. Public Servants’ emotional labor and turnover intention is not highly related. 2. Public Servants’ place attachment and turnover intention is highly negative related. 3. Public Servants’ emotional intelligence and turnover intention is not highly related. 4. Place attachment and emotional Intelligence haven’t an influence on the relation of emotional labor and turnover intention of public servants. The suggestion of this study is to allow public servants to participate in the festival activities, so that these people's attachment to Penghu increases, thereby reducing the intensity of their turnover intention.
